That is, it is required to build a broad knowledge base, skills and system among the different sets of communities and government institutions with regards to key components of sustainability in order to have sustainable development in the cities and improve the livelihood situation of the resident communities. This all round capacity building including enhancing sense of ownership of the key concepts of sustainability with the communities is one form of exit strategy where communities can take over all sustainable development responsibilities by their own initiative after the project is being phased out.
